A lot of people have a third party complete the certification process, if only because they want to avoid the hassle of dealing with the federal government. In order to qualify, you need to meet certain criteria applied by the U.S. Small Business Administration. It needs to fit the SBA's definition of a small business, be majority-owned by a woman, and have women involved in the management and operation of the business. After you've verified you meet these qualifications, you can then create an SBA account and apply for certification on SBA's website.
