This may sound like a strange suggestion, but it works quite well. When you fill the gutters with enough water, it will cause the leaves and other debris to float away from the downspouts. Once they are floating away, you can easily remove them by hand. You might also try using a leaf blower. A leaf blower is one of the easiest tools to clear the gutters. Just make sure you keep the nozzle pointed at the bottom of the downspout so you can blow the leaves into the drain.
